Client Background

The District is the largest wastewater treatment provider in the State of Ohio, serving one million residents across 62 communities and managing infrastructure spanning 380 square miles. The District treats approximately 90 billion gallons of wastewater annually and oversees more than 400 miles of streams, playing a critical role in protecting public health and the environment.

Infojini was selected as the successful bidder for assisting the District with this key initiative based on its past experience working on similar projects.

Challenges

  • Conducting a comprehensive accessibility audit of all public-facing web and mobile platforms.

  • Scale and Diversity of Digital Assets: Multiple departments managed independent systems, platforms, and tools, requiring a unified inventory and assessment approach..
  • Regulatory Complexity: The DOJ’s 2024 rule introduced clear enforcement expectations, increasing legal and reputational risk for non-compliance.
  • Third-Party and Embedded Systems: Accessibility needed to be evaluated not only for the District-owned content, but also for embedded third-party applications..
  • Need for Human-Centered Testing: Automated scans alone were insufficient to validate real-world usability for assistive technology users.

Our Solution

In response to the U.S. Department of Justice’s final rule on web and mobile accessibility (effective April 24, 2024), the District initiated the Accessibility of Web Information and Services Project to ensure full compliance with WCAG 2.1 Level AA standards ahead of its mandated compliance deadline of April 26, 2027. Infojini proposed and executed a structured, milestone-based accessibility program aligned with DOJ guidance and WCAG best practices.

  1. Task A: Audit & Assessment
      Infojini conducted a comprehensive, paired accessibility audit that combined:

    • Automated scanning tools for baseline detection
    • Manual testing by IAAP/CPAAC-certified professionals
    • A paired review process, where a native screen-reader user worked alongside a sighted accessibility specialist to evaluate real-world usability
    • The audit covered:

    • Websites and mobile-responsive platforms
    • Web applications and forms
    • Embedded third-party tools
    • Document repositories and interactive content
    • Each accessibility issue was mapped directly to WCAG 2.1 AA success criteria and DOJ enforcement expectations.

  2. Task B: Compliance Plan Development
      Based on audit findings, Infojini collaborated closely with the District’s project team to create a living Compliance Plan, which included:

    • Clear remediation recommendations for each accessibility issue.
    • Prioritization by risk, user impact, and legal exposure.
    • A roadmap aligned to the District’s internal resources and timelines.
    • A tracking framework demonstrating current and future compliance progress.
    • This approach ensured the District could show measurable, documented progress toward full compliance, an essential factor under DOJ enforcement standards.
